They could tolerate each other because of their social activities, but that doesn't mean they have to be BFF Jills. So they're tolerant of each other, not much less, not much more.

I can see Rose treating Quinn like a sister, but overreacting to every little thing she does. Almost like a motherly instinct or something. She treats Quinn like a fellow Weasley, and absolutely adores Beth, like the girl is her little sister or niece.
